Public Notice: The Gary Department of Community Development (GCDC) is seeking proposals from qualified banks and financial institutions to assist residents in the Emerson and Aetna neighborhoods of Gary, Indiana, with the qualification process for residential mortgages for new construction. This initiative is part of our Gary First program, which aims to revitalize these communities by providing residents with opportunities to build new homes on lots offered at no cost.
Proposals must be submitted by February 2, 2026.

Public Notice: The City of Gary Department of Community Development is seeking qualified new construction contractors to bid on the construction of new homes based on the designs provided in Appendix A. This RFP is issued to support the City’s goal of creating quality, affordable housing that meets the needs of residents and aligns with local building and hiring standards. All proposals must be submitted to the Department of Community Development no later than 5:00 PM on February 2, 2026. Late submissions will not be considered.
